  "text": "1. The members of the Cooperation Council may be represented if unable to attend. If a member wishes to be represented, he or she shall inform the chair of the Cooperation Council in writing of the name of his or her representative before the meeting.\n2. The representative of a member of the Cooperation Council shall exercise all the rights of that member.",
